Mr. Hughes grew up in a small town in West Texas. He attended Southern Methodist University where he graduated in 1960 Cum Laude with a BBA degree in insurance. The next twelve (12) years were spent building a local insurance agency in Pecos, Texas, which served the insurance needs for the local agricultural and oil/gas economy as well as a number of large manufacturing, communications and energy related clients.

He joined Rimco, Inc., in Dallas in 1972 and, as executive vice president, helped build that company to the second largest U.S. risk management consulting firm. During this time, Mr. Hughes specialized in banking and energy related clients.

Mr. Hughes formed Robert Hughes Associates, Inc., a risk management consulting firm, in 1979 and has served continuously as its president and chief executive officer. RHA has grown steadily and now offers litigation support services, credentialed actuarial services, insurance program design and insurance company management services in addition to its traditional consulting.

Mr. Hughes has gained a national reputation as an expert in alternative risk funding mechanisms, casualty insurance rating and coverages and many other aspects of insurance and risk management. He has conducted numerous seminars on various subjects including the London market, workers' compensation insurance, insurance for energy related companies and, in 1987, he chaired a series of seminars across the nation on the Liability Risk Retention Act of 1986 on behalf of the Society of CPCU.

More recently, Mr. Hughes has been in demand as an expert witness in litigation involving insurance matters. He has appeared on behalf of both insured and insurer and both plaintiff and defense.

Widely recognized as a leading insurance expert in the nation, Mr. Hughes has achieved the following accomplishments:

  • Robert Hughes assisted in the formation of British American Insurance Company and served for several years on its board of directors and as its vice president-underwriting.
  • During the early 1980s , Mr. Hughes served as a board director for Alexander Howden Group (U.S.).
  • Mr. Hughes formerly served on the board of directors of Financial Casualty & Surety Company, Inc.
  • Mr. Hughes received his CPCU designation in 1973 and was awarded the Associate in Risk Management (ARM) degree in 1976.
  • Mr. Hughes is also a recognized speaker and author and an elected Fellow, Institute of Directors, London, England.
  • Mr. Hughes is listed in Who’s Who in America, Who’s Who in Insurance, Who’s Who in Risk Management and is a Life Fellow of the American College of Forensic Examiners, a Diplomate of the American Board of Forensic Examiners and a member of the Academy of Experts (London).

Mr. Hughes also served as a judge for the 2001 Business Insurance Risk Manager of the Year and Risk Management Honor Roll.

Mr. Hughes is an active member of his local Methodist church and is also involved in various endeavors supporting Southern Methodist University. He is a former member of the GTE-SMU Forum and also served on The Doak Walker Award board of directors. He has also served as a member of the board of The Dallas Symphony Association and the Dallas Youth Orchestra. Mr. Hughes served in the U.S. Army and Army National Guard from 1960 to 1968 as a cavalry officer, achieving the rank of 1st Lieutenant
