Mr. Wilkins joined RHA as
an associate in November of 1997 and later became an employee. He
came to RHA from Penn General Services Corp., where he held the
position of president. There he was responsible for the workers'
compensation TPA and employee benefits division. His past experience
includes aviation, surety bonds, risk management, self-insurance,
construction programs and agency/broker management. Mr. Wilkins
has more than 25 years of insurance industry experience ranging from
personal lines producer to president & CEO of major divisions for
two national brokerage firms.
He attended aviation underwriting training programs that covered
physical damage and liability insurance coverage for aircraft that
were sponsored by United States Aviation Insurance Group, Insurance
Company of North America (CIGNA) and Associated Aviation
Underwriters. Mr. Wilkins is also a licensed pilot.
His career began in 1972, following graduation from Texas Tech
University, when he joined Jim Finley & Associates, an independent
insurance agency in Lubbock, Texas. During his tenure with Finley he
developed special expertise in the aviation and contract bond
fields. He has since developed property & casualty programs directly
related to the construction industry.
Mr. Wilkins also attended Safeco Insurance Companies’ Surety
Underwriting School in 1973. He has 25 years of experience as a
surety agent, providing contract surety performance bonds and
financial guarantee bonds for his clients.
In 1979, the Finley agency was purchased by Penn General Agencies of
Los Angeles. Mr. Wilkins was appointed senior vice president and
manager of operations for the Texas division. When Penn General was
purchased by Republic Hogg Robinson in 1980, Wilkins was promoted to
president of Penn General Texas.
Mr. Wilkins was relocated to Dallas in 1983 in order to market risk
management services to Fortune 500 companies on behalf of Penn
General Services. He was active in the formation of Montfort
Insurance Company, a captive insurance company licensed to write
workers’ compensation in the State of Texas.
From 1984 until 1994, Mr. Wilkins served as president of Penn
General Services Corp. His responsibilities included overseeing Penn
General’s national workers’ compensation third party administrator
and the Western division of Penn General Services’ employee benefits
operation. In early 1995, Bain-Hogg subsidiaries were purchased by
Acordia, Inc. Mr. Wilkins became president of their national
workers’ compensation TPA.
In addition to his management responsibilities he also qualified for
Hogg Robinson’s Summitt Council Award for top ten producers for
three consecutive years. He is also licensed in Texas as a
property/casualty recording agent.
