Dr. Ryles is the former
Georgia Commissioner of Insurance, Fire Safety, Industrial Loans and
Comptroller General. He consults on regulatory matters, insurance
fraud and the financial examination of insurers. He is also trained
in parametric and non-parametric methods of statistical analysis.
Dr. Ryles is the former Georgia Commissioner of Insurance, Fire
Safety, Industrial Loans and Comptroller General. He was elected to
those positions in 1990 and served from 1991 through 1994.
He graduated from Troy State University with a bachelor of science
degree and later added a master’s degree and a doctorate in
political science from the University of Georgia. He has followed a
career path in politics and public service. From 1985 until his
election to the commissioner position in 1991, he was the political
and legislative director, district 3 (Southeast) Communications
Workers of America. Prior to that he held the position of
administrator of the Georgia Governor's Office of Consumer Affairs.
He has served on a wide variety of local, state and national
committees, including; the executive committee of the National
Association of Insurance Commissioners, the advisory committee to
the Georgia Utility Rate Counsel and as the research director of
Governor Jimmy Carter’s Goals for Georgia program.
Dr. Ryles is widely experienced in all aspects of insurance
regulatory issues and has provided litigation support in a large
number of insurance related cases. He has testified before state and
national government committees, including the U.S. Senate Committee
on Governmental Affairs and the U.S. Department of Housing and Urban
Development.
Dr. Ryles has taught at the University of Georgia, Georgia State
University and Mercer University. He has served as a visiting
lecturer to the U.S. Information Agency in India and also as the
director of Communication Workers of America Labor Education and
Training Program.
He has broad experience as a public speaker, author and as a
television and radio presenter. He has hosted various financial and
consumer related television programs on Georgia public television
and authored many regular newspaper columns. He has lectured on a
wide range of insurance topics but has a special concentration in
the regulatory area.
As Georgia’s insurance commissioner, Ryles initiated solvency
requirement reforms for alternative insurance markets; reformed
financial examination standards for insurers and established
Georgia’s first insurance fraud unit. He also chaired the National
Association of Insurance Commissioners' anti-fraud committee for two
years. He is also trained in parametric and nonparametric methods of
statistical analysis.
He currently acts as an associate consultant with Robert Hughes
Associates and has recently been involved in projects concerning
insurance regulatory matters.
